Syllabus

ALC syllabus

The topics in UPSC's notice for the 20 August 2023 Recruitment Test. Unlike the DRDO SAO or ESIC tests, this paper is mostly labour law.

1

Constitutional provisions relating to labour

Labour in the Concurrent List; Fundamental Rights for workers, employers and industry; Directive Principles on worker welfare, social security, women and children.

2

Industrial relations

Trade Unions Act, 1926; Industrial Employment (Standing Orders) Act, 1946; Industrial Disputes Act, 1947.

3

Social security

Employees' Compensation Act, 1923; ESI Act, 1948; Unorganised Workers' Social Security Act, 2008; Payment of Gratuity Act, 1972; Maternity Benefit Act, 1961.

4

Labour welfare

Factories Act, 1948; Contract Labour (Regulation & Abolition) Act, 1970; Inter-State Migrant Workmen Act, 1979.

5

Building and other construction workers

BOCW (Regulation of Employment and Conditions of Service) Act, 1996; BOCW Welfare Cess Act, 1996.

6

Wages and bonus

Payment of Wages Act, 1936; Minimum Wages Act, 1948; Payment of Bonus Act, 1965.

7

The four Labour Codes

Code on Wages, 2019; Industrial Relations Code, 2020; Code on Social Security, 2020; Occupational Safety, Health and Working Conditions Code, 2020.

8

Trade union movement

9

General mental ability

10

Current events of national and international importance

Prepare the Labour Codes well: UPSC's 2026 EPFO syllabus already says "Labour Codes" instead of "Labour Laws", so expect the four Codes to carry more weight in the next ALC test. Industrial relations and social security also overlap with the EPFO APFC syllabus.
Cut-off

ALC cut-off

UPSC has not published the cut-off marks for the 2023 test in the notices we could check. The last widely reported figures are from the 2017 Recruitment Test (25 November 2017, about 3,444 candidates appeared).

Category2017 RT cut-off (/300)
General191.50
OBC174.50
SC166.00
ST144.50
PwBD (OH)161.50

Reported figures for the 2017 cycle (35 posts); check with UPSC's cut-off notice. We'll add the 2023 cut-off when UPSC publishes it.

What this means: the General shortlist in 2017 needed about 64% (191.50 of 300) after negative marking, so a strong grip on the Acts and Codes is what decides this test.
